As Malaysia advancesits technology objectives, strategic engagement with global powers such as China and the United States becomes increasingly essential.The collaborations need to be pursued, however, with caution to safeguard national sovereignty, uphold research integrity, and follow worldwide standards. This article presents avenues through which Malaysia can formulate safe and secure models of technology transfer that are in line with United Nations (UN) standardsfor ethical and secure collaboration on research. Integrating modern empirical research on intangible technology transfer (ITT) from Malaysian universities, this article identifiesrisksfor dual-use technologies, intellectual property (IP), and geopolitics complexity. The authorspropose an all-inclusive framework emphasizing institutional protection, Internal Compliance Programmes (ICPs), ethics monitoring, and cybersecurity framework. By sustaining technological progress with stability and continuity in adhering to international governance norms,Malaysia can sustain its position as a neutral, trusted actor in global technology transfer and research governance.
