[Export Control Issue Report] Administrative Announcement of Amendments to the Public Notice on Export and Import of Strategic Items

The Ministry of Trade, Industry and Energy (MOTIE) issued an administrative announcement of interim amendment to the 36th Public Notice on Trade of Strategic Items on December 6th, 2024. Public opinion will be collected from Dec 6 to Dec 26, 2024.
1. Strategic items are added based on discussions at international export control regimes. These items include goods and technologies of advanced industries such as quantum computer and 3D printing, which are already subject to export controls similarly by multiple countries for international peace and national security. Through this, MOTIE will closely pursue the multilateral export control cooperation.
2. In addition, new catch-all license exemptions are introduced for items destined for Russia. In reference to other major countries’ export controls such as the United States’, export of medical devices for humanitarian purposes will be exempted from a catch-all license.
* However, exporters will need to submit 'preliminary report' as per Annex 1-4 to prove their eligibility for exemption before shipment.
This public notice will go through an amendment process and will be effective during the first half of 2025.
