Outreach Activities
KOSTI conducts international outreach and capacity-building initiatives in cooperation with international export control assistance programs.
KOSTI provides tailored outreach programs that reflect the export control systems, industrial structures, and policy needs of Southeast Asian countries.
Through training programs for government officials and industry representatives, institutional advisory services, and corporate briefings, KOSTI supports the development of local export control capabilities. It also assists Korean companies operating in the region in understanding trade security regulations and strengthening their internal compliance systems.

Programs
Export Controls and Border Security Program
- The EXBS Program is a key initiative of the U.S. Government, implemented since the early 1990s to support the improvement of export control systems in partner countries.
- The primary implementing agency is the U.S. Department of State.
- The program conducts outreach targeting countries that possess, produce, or supply strategic items, as well as those at risk of diversion or illicit trafficking of such items. It aims to establish effective export control systems to prevent the proliferation of weapons of mass destruction. The program provides support in areas including the development of export control laws and regulations, licensing and enforcement mechanisms, and cooperation between government and industry.
EU Partner to Partner (EU P2P)
- The EU P2P Programme was established in 2004 with the objective of strengthening export controls related to dual-use items and arms trade.
- The main implementing agencies include SBDU (Services des biens à double usage) (France) and BAFA (Germany).
- The programme was developed as an outreach initiative under the EU’s Common Foreign and Security Policy (CFSP) and operates through regional and country-specific projects.
- The programme is broadly structured around two pillars: ① Control of dual-use items, ② Control of arms trade.
- Its scope of support is similar to that of the U.S. EXBS program, providing outreach, tailored training curricula, and thematic seminars based on the level of implementation capacity in partner countries.
International Nonproliferation Export Control Program
- The INECP is operated by the National Nuclear Security Administration (NNSA) under the U.S. Department of Energy and was established in 2001.
- It aims to strengthen global efforts to prevent proliferation of WMD-related materials, equipment, and technology.
- Key areas of support include: ① Proliferation Risk Analysis in the Licensing Process, ② Government Outreach and Enterprise Compliance, ③ WMD-related Commodity Identification Training and reach-back for Customs.
